Job Overview

Essential Function: The Field Office Manager plays a critical role at Preemptive Love Coalition by coordinating and communicating (both internally and externally) the Iraq office operations, financial management, and by building key partnerships and relationships in Iraq. Is responsible for overseeing the overall Iraq field services and day-to-day operations related to field and office duties. This role  develops and standardizes operational processes and systems to ensure effective running of the office, and collaborate with and support local projects. This role is responsible for maintaining rapport with field staff members as well as with outside agencies, vendors, and clients. They ensure both humanitarian and administrative timely support  in accordance with the established rules and regulations of the organization, of bilateral contracts and agreements, and of regional and national law. Responsible for the overall financial management of the Iraq office and manages internal allocation of funds for programming operations and needs in Iraq. Work closely with the Grants & Development Manager and program managers to ensure grant requirements and reporting responsibilities are met.. Collaborate with the Iraq Country Director  on formulating an operating budget, and support  new business plans and strategies so that the ultimate organizational goals and objectives can be achieved.

Essential Responsibilities: 

Management and Operations: 

  • Responsible for the day-to-day operations of the main office, and management of processes, procedures and financial responsibilities. 
  • Responsible for staff management and leadership,  proactively engage with the entire team, face to face and by phone, to ensure team building and streamlined internal communications are expedited to the appropriate functions of the organization . 
  • Manage direct reports in the logistics, financial and office administration staff, provide coaching, training and supervision.
  • Work closely with office staff and program managers to identify pressing priorities or needs to be addressed
  • Financial, Donor and HR information Management: Ensure all filing systems are up to date to transfer important records and files, and ensure that they are protected and secured, and that absolute confidentiality is maintained.
  • Equally support and address the needs of all staff members, per HR and PLC policies and standards, and offer coaching where applicable.
  • Manage and fulfill office equipment inventory and needs to fulfill ongoing and upcoming work. 
  • Conduct procurement process for services needed at the office or provide support with other PLC locations
  • Work proactively with the team to identify needs and address solutions for improving the efficiency of the office and the organization.
  • Lead the weekly staff call, and ensure updates and priorities are facilitated first. Ensure program updates are included, and that feedback loops are available and followed up on. 


  • Coordinate and address  logistic priorities and needs, including but not limited to travel arrangements, transportation, lodging, visa, permits, travel security measures, etc. 
  • Ensure compliance with local laws and statutes.
  • Ensure Iraq-team-wide compliance with relevant organization logistics procedures and effective operations on-the-ground.
  • Manage and maintain  PLC  vehicles, insurance and registrations, etc.
  • Work closely with HR and IT, on the management and tracking PLC equipment and inventory, ensuring proper issuance of equipment to new hires and also ensuring the receipt of PLC equipment through the existing process.

Representation + Liaison:

  • Represent Preemptive Love at relevant national and local meetings with partners, government officials, contractors, other NGOs, and various local individuals reporting back as applicable to staff, field managers, country director and Head Quarters (HQ).
  • Follow registration procedures and lead PLC registration processes for Iraq and KRG.
  • Coordination + Communication: Centralize and disseminate information from/to the office to all Iraq staff.
  • Assessment + Strategy: Participate in strategy development and propose new ideas in the function of needs identified in coordination with program officers on the ground.


  • Responsible for the financial management of the office and allocation of funding for programs. t.
  • Proactively forecast and manage cash balances and cash flow, balancing programmatic readiness and risk mitigation. 
  • In collaboration with HR and Finance process monthly payroll.
  • Process invoices and payments of all office expenses and utilities.


  • Work closely with the Iraq Country Director and the People & Talent Business Partner on all personnel related matters. Collaborate with HR on onboarding and off-boarding processes, and regarding any performance matters. 

Competency—knowledge, skills and abilities:

  • Excellent leadership and management skills, ability to work independently and be a strong team player.
  • Strong organizational and time management skills and attention to detail with high levels of analytical skills and accuracy.
  • Excellent communication skills (verbal and written).
  • Proactive and solution driven, excellent conflict resolution competencies.

Required education and experience:

  • Bachelor’s Degree or equivalent training/ certification. 
  • A minimum of 5 years of experience in a management role is preferred.
  • Experience working with and on behalf of communities facing hardships.
  • Experience managing a diverse range of projects in a variety of contexts.

Language requirements: 

  • Proficiency level written/reading/spoken Kurdish and Arabic.
  • Proficiency level written/reading/spoken English.

Physical demands: Ability to lift 15 pounds or more, physical agility for frontline work
