Program Officer - Team Lead  (Beirut, Lebanon)

Preemptive Love is a global community of peacemakers working to end war and stop the spread of violence. We do this by living and working in polarizing conflict zones, providing emergency relief to families persecuted by terrorism and violence, jobs for displaced families and community building.

Job Title: Program Officer - Team Lead (Lebanon)

Hours: Full time, 3 month contract with possibility of extension

Location: Beirut, Lebanon

Reports to: The Program Officer will report to Relief Program Manager

Responsibilities and Duties

  • Evaluate and report on ongoing programs; 
  • Cultivate relationship and trust through regular communication with the program manager;
  • Collect, write, document, and organize data, including budgets, media, and field reports to maintain quality programming;
  • Verbally present project updates to the team and answer questions;
  • Evaluate and create weekly and quarterly written program impact reports, and presentations;
  • Manage, document, and track in-country accounting and finances on a daily basis and submit a monthly reconciled budget
  • Coordinate and manage in-country staff 
  • Conduct daily stand-up meetings
  • Make recommendations on relationships and programming opportunities with local partners, while communicating all the needs and the problems with transparency to management;
  • Making regular visits to projects locations in the area; willingness to go to potentially dangerous locations is essential
  • Consult with the line manager and any stakeholder regarding planning,  approvals, and execution;
  • Perform other duties as assigned; 
  • Assist to launch new opportunities or exit strategies


  • Proven extensive experience in project management and implementation and impact reporting in the non-profit or private sectors
  • 3-5 years developing and managing teams
  • A Bachelor’s Degree in International Development, International Relations, or a related field. Master’s Degree preferred.
  • Outstanding project management skills. Proven ability to set priorities, work independently and take initiative, manage multiple projects and meet deadlines.
  • Excellent writing skills. Demonstrated ability to draft proposals, reports, and results of research or other organizational documents with minimal supervision.
  • Strong communications and interpersonal skills. Ability to professionally engage and work with key stakeholders in various settings including leadership and staff, donors, peer organizations and other key stakeholders in the US and the MENA region.
  • Proficiency level written/reading/spoken Arabic and English
  • Ability to travel frequently to project locations in Lebanon, Syria and the surrounding areas;
  • Experience working with and on behalf of communities facing hardships;
  • Ability to work on a fast timeline and on highly variable topics; 
  • Team player with highly developed interpersonal skills with the ability to represent PLC to multiple constituents, from diverse backgrounds, in multiple contexts; 
  • Proven track record working with little oversight, self-motivated, flexible, and maintains a positive attitude; 
  • Strong work ethic, with the ability to work and be managed remotely; 
  • A willingness to travel to and through potentially dangerous areas. A valid passport and the ability to travel is essential;
  • Willingness to work in a challenging environment is required;
  • Willingness to engage with people from a wide variety of backgrounds and ability to empathize and show respect for every person regardless of who they are
  • Excellent attention to details and ability to deliver timely and accurately;
  • Able to maintain confidentiality
  • Middle East & North Africa regional expertise is a plus.

Tech Stack

  • Familiarity with project management software (i.e. Salesforce)
  • Proficient in a wide range of IT applications (i.e. Google Suite)
